Sunshine State Standards The Sunshine State Standards were first developed and approved in 1996 by the Florida Board of Education to provide expectations for student achievement statewide. The standards covered seven subject areas, each divided into four grade clusters covering pre-K, 2, 3-5, 6-8, and 9-12. In a move toward greater accountability for student achievement, the standards were further defined and expanded to in-clude grade level expectations for language arts, mathematics, science, and social studies. These became the basis for the Florida Comprehensive Assessment Test (FCAT), which is administered statewide each spring to students in grades 3-11 in the subjects of language arts, mathematics, writing and science.
